Who: West Brook Bus Crash Families

What: Testimony Before House Transportation Committee on Bills Relating to Lap-Shoulder Seatbelts in School Buses

Why: On Tuesday, March 6, 2007, the Texas House Committee on Transportation heard two of three bills pending in the House requiring lap-shoulder seatbelts in school buses. House Bill 229, filed by Representative Allen Ritter of Beaumont, and House Bill 1791, filed by Representative Charles “Doc” Anderson of Waco, were heard. Several members of the West Brook Bus Crash Families were in attendance and testified. Jo Anne Bonura, mother of Alicia Bonura, and Melanie Brown, mother of Ashley Brown, the students killed in the March 29, 2006 bus crash outside of Devers, Texas, both testified. Bill Blades, father of West Brook soccer coach Rachel Scoggin, and a City of Dallas councilman, also testified. Steve Forman, spokesperson for the group, played the group's educational DVD as well as provided additional resources to the Committee members.

“We believe the day went well,” said Forman. “We were able to get our message across to the Committee.” The courage of the family members, especially the families who lost their children in the accident, was evident to the Committee members. Rep. Mike Krusee, from Round Rock and Chairman of the Transportation Committee, expressed his sincerest thanks to the parents and specifically applauded the courage of the mothers' testimony. “It was a good day,” remarked Brad Brown, father of Ashley Brown. “The representatives appeared to be sincerely interested in the safety of Texas school children and with the lap-shoulder 'three-point' technology that is now available.” “We are all so proud of the class and courage displayed by everyone from back home,” said Shaun Davis, Chief of Staff for Representative Ritter. Representative Joe Deshotel, also from Beaumont and a member of the House Transportation Committee, also applauded the efforts of the families. He has expressed his support for the bills.

Action by the Committee is expected within the next few weeks. Two similar bills are pending in the Texas Senate. These bills have been assigned to the Senate Education Committee. No hearing date is presently set for those bills.

“We are committed to seeing this process through,” said Melanie Brown. “No other children or families should needlessly suffer the kind of losses we have.”
